How is a deal struck between Ghaddafi and Chavez, going to stop the uprisings?

Any deal the doesnt result in Qadaffi either out of the country or dead is going to be a non starter for the opposition.

Methinks Chavez feels he is running out of friends.

But none of these talks were done with the rebels right? thats like the US working out a peace deal with the Taliban by talking to Mongolia, and not talking to the Talibs at all.

The rebels are to be participating in the talks, which haven't yet begun btw. The idea is to negotiate peace much like you negotiate peace at the end of any war.
