If the federal government subsidizes up to 35% of their revenue stream, there is no incentive for their people to push for lower taxes. The States fear is the higher income earners with the ability to leave their States, will do so in ever increasing numbers. That will lower their property values and reduce the States income stream. It's all about protecting the status quo.
