Something told me that there was a good reason for that...
My son was an Eagle Scout and I have been involved in scouting since the mid 90's. This case refers to a creep who was terrorizing boys in the late 80's. Since that time, Scouts implemented a "Two deep" rule that means no scout is ever alone with an adult. Boys are prohibited from sleeping in tents with any adult but their father. If you go to a restroom, you are prohibited from entering with the boys and must wait outside until they leave. Trips are cancelled if there are not enough adults to ensure these rules are followed.
The scouts also do checks on all adult volunteers and I bellieve these lists are a way to track any adult who may move from one troop to another. Yes, they may be secret, but you can't publish lists like this on people who have not been convicted but are only suspected.
It doesn't mean child molesters still can't ever get access to boys, but the Organization takes its responsibility to protect the boys very seriously

The scary part in all of this is that male/male child molestation is predominantly regressed heterosexuals commiting the crimes. I have investigated a few rape cases over the years where it was a gay man raping a straight woman. Regressed offenders have developed an adult sexual orientation, usually for the opposite sex as a heterosexual, but return to sex with children from many societal influences they can not deal with.
