They do own the Senate by 1 or 2 senators, however you can not use them in your example, because the Senate was purposely created to NOT represent the people....but to represent the State....each State gets TWO, whether your State has 39 MILLION people or or 500 Thousand....and this is how the minority, is able to have a voice....with the Senate.

if you counted the votes received for each senator by party, the Democratic Senators got way way way more votes from the people, than the Republican Senators.
