Hard core porn, which is what this is, is technically against the law ( The Supreme Court ruled it that way). So if it passses you will have government officials basically breaking the law. Just weird.

who cares about lawsuits, it's up to them, they can wear condoms, why do you need a government law for this? Are we going to have a law telling people how to breathe as well?

It's not just the law. The law requires an entirely new bureaucracy. They need inspectors, and data clerks to process the forms the inspectors fill out. They need secretaries and assistants. They need office space, computers, copiers, desks. Even if every pornographer in the city pulls up stakes and goes to the San Fernando valley, the inspectors will remain. The bureaucracy the law creates will remain.
