    yet in the second tr third paragraph you can read, "In a sweeping foreign-policy address to the Council on Foreign Relations in December, Kerry called the U.S. war on terror as conceived and led by President George W. Bush"

    In other words he just wants to be the one who concieved and leads the war on terror. His biggest objection is Bush (a republican) is in charge of it.

    There is more than one way to lead a war on terror but I seriously doubt kerry would do it differently.
