It shows the goals of ISIS have shifted. Originally, their goal was to create an Islamic state by taking over Iraq and Syria.......that goal is lost

Then their goals seemed to be to sponsor and export terror. The funding and structure to do that seem to be diminishing

Now they seem to be an Internet terror group. Encourage others to do your terrorist acts and then take credit

Terrorism is easy
