WASHINGTON -- Democrats are winning the message war over the payroll tax cut, Sen. John McCain (R-Ariz.) declared Tuesday, conceding the GOP was getting "picked apart" on the issue.

"Absolutely, they are in an advantageous position. Absolutely," McCain said of the Democrats' stance in the messaging war over tax cuts for the middle class.



Democrats have proposed extending a payroll tax cut holiday through next year and expanding it to 3.1 percent -- worth about $1,500 on average -- and paying for it largely by a surtax on millionaires.

Republicans voted against that proposal last week, citing the tax on the rich. They also opposed an alternate extension of the break from Senate Minority Leader Mitch McConnell (R-Ky.), paid for by cutting the federal workforce.

It's given Democrats the opportunity to pound the GOP relentlessly for opposing cuts for the middle class while protecting the wealthy -- and McCain admitted the other side was doing it well.


"I think there is certainly ample evidence that the Democrats are winning this debate," McCain told reporters on Capitol Hill.

McCain's assessment was a stark admission that Republicans have been flailing around for a counter message, and the former White House candidate said they had to get one fast before they suffer more damage.

"We have to, one, negotiate, but second of all, have a coherent plan of all the economy, including repatriation of overseas money, including a reduction in regulations, including tax reform," McCain said. "We've got to get back to the big picture of our vision for America, and our belief that business creates jobs, not government creates jobs, and policies around that, rather than being picked apart on this particular issue.

"Clearly Republicans haven't gotten our cohesive plan together," McCain added.


Sadly the Republican will ignore the majority of Americans on this issue, I can't see the majority of Americans agreeing with the Repugs protecting the rich by refusing to raise taxes on them while wanting to give them taxcuts. This will blow up in their faces. The majority of people support helping the fucking rich, these shitheads are so far out of touch and refuse to see it.

Personally, I am not in favor of extending the payroll tax cut. I just don't believe we can afford it. However, the idea that we should not raise taxes on the wealthy, that is another story.

It could stimulate demand since people who earn less are more inclined to spend their money on necessities. Plus its a regressive tax that affects them much more than the rich.

The federal government acts like they run everything and the Tenth Amendment is a novelty...

We shouldn't have to tax because some states are welfare states and others are healthy.... Several states refused stimulus funds - they didn't need them, want them or felt it would be appropriate for them to take those funds...

Fuck Illinois taxes and regulations are so high they actually have to massively cut taxes (er pay businesses) to keep these businesses from walking away with their jobs.... Meanwhile smaller businesses that employ anything less than 700 workers don't get that luxury... However republicans didn't legislate those regulations and taxes ... The assholes that did now want more from those that employ 700 or less and they're the ones who get fucked....

Pyroll tax cuts offer an immediate bump to the demand side.

Bush II's tax cuts for billionaires (a supply side policy) basically did little more than cause investment INFLATION.
 
A couple of Congressional Drones were on CNN this morning talking about a tax cut funded by a "surtax on millionaires". One a Dem the other a Repub so they touted it as "bipartisan leadership"

One drone actually said "There are parts of her idea I don't like, and there are parts of my ideas she doesn't like but we're working together!" like that's something great. Both Parties are working together to fuck us all.

If Capt. Queeg (McCain) had a brain that worked, he'd know that we've been having this discussion for a while now. Confiscating wealth doesn't solve problems. Gov't has a spending problem not a revenue problem.

And you would be wrong. I do oppose the payroll tax cut (or any tax cuts) until we tackle our deficit.

As for Bush's TEMPORARY tax cuts: They have been extended too long. They should have expired when they were set to expire.
 
You know, there is a simple compromise where everyone saves face, given that the Republicans are going to go along with this anyway in the end. For 2011, the cut was 2%; returning it to where it was is not a "tax increase", as it was never intended to be other than temporary. I'd say the answer is to increase the cut to 3% but only on the first $50,000 of wages; that gets everyone the opportunity to get up to $1,500, and the lower income levels will get an additional benefit over 2011. Add the 3% back (so that the rate is again 6.2%, as it has always been in this century) and apply that to the next $56,000 (to reach the $106,000 limit for social security taxes; under current law you don't pay them beyond that income level), and then raise the income subject to the additional 3% to $156,000. Anyone earning $156,000 is in exactly the same position he would have been in for 2010 or prior (still paying SS tax on $106,000 of income), hence no tax increase; anyone earning less than $156,000 gets some benefit; and the shortfall to make up so that it's revenue neutral is greatly reduced; just modify a deduction or change a threshold to get the difference. Problem solved.

This cut should not be extended, period. SS has to be funded, period.
