How has Trump managed to "enact" it without Congress passing it? I am pretty sure I would have heard about it.
I have nothing against merit based immigration policy if that is what our country needs. What I was pointing out with that post was that Trump's issue is NOT just with illegal immigrants. As you just pointed out.

Trump is not getting the job done. It doesn't matter to me if he builds a Wall or not--I don't like the concept, but if it stops a lot of illegals and helps us enforce the border with less manpower, okay. However, at this point, the funding is for repairing/replacing existing fence only, and the courts have put a stay on his taking money from the military to pay for it.

BS. That was the story Schumer cooked up only after he refused to respond to Trump's offer in his SOTU address to provide a path to citizenship for 1.8 million illegals who came here as minors. In another version of this story Schumer claimed to have offered an amendment to a bill to the same effect but Trump refused it, but no one has ever been able to find the amendment. Notice that Schumer's office will not confirm the story of his offer.
