Nope. Birth Certificates don't come with social security numbers. Social security numbers must be requested separately from the Social Security office and can be done months or even years after a child is born.

Layers are part of scanning the document into any OCR software. With the Registrar of Hawaii affirming Obama's place of birth as Hawaii and the information on the scanned document as matching their original vital records.
