Outdoor activities like theme parks pick up. Consumers spend more. Catering business picks up.

In short, ECONOMIC activity picks up!

Why is it that whenever they revise the previous week's numbers, it's always up?

Because the revisions are almost completely due to late or incomplete reporting. So the states will almost never come back and say "We overcounted," but rather "The unemployment office in X County was late with their numbers."
