Israel has closed off the Gaza ports and has a huge and extensive contraband list which includes things like machine tools, ammonium nitrate fertilizers, (Timothy McVeigh will tell you that stuff is totally safe in the right hands) and other weird stuff that does not look like weapons, but Israel has found can be used as precursors to weapons.
Everything non contraband then gets trucked into Gaza.
The blockade runners tell you they are willing to let the UN inspect the cargo. Israel has no faith in the UN's bona fides. It is part of the national narrative that Israel can depend on no one but themselves for their security.
