The Israeli army's inquiries into Palestinian complaints against its soldiers are frequently flawed and less than four percent result in an indictment, an Israeli rights group said on Wednesday.

In a report entitled "Alleged Investigation," Yesh Din said more than a third of the 3,150 complaints against Israeli troops filed between 2000 and 2010, were dismissed without a criminal investigation.

And of the 1,949 cases that were investigated by the Military Police Criminal Investigations Unit (MPCID) and the Military Advocate General's Corps (MAGC), only 112 -- a rate of just 3.5 percent -- resulted in indictments, the group said.

The report accuses the two bodies of lengthy delays in conducting investigations, of failing to visit the scene of the alleged crimes and of making little or no effort to obtain witness testimony.

"The chances that a criminal offence committed by an IDF soldier against a Palestinian will successfully navigate the obstacle course of lodging a complaint, an MPCID investigation, and a decision by the MAGC before finally resulting in an indictment, are almost nil," Yesh Din said.

It accused Israel of "not meeting its obligation to protect the civilian population in the area it occupied" and called on the military to shake up its procedures for processing and investigating such allegations.

Is it racist to criticize the Palestinians as the world's most tiresome crybabies with a bogus cause and a plight that's entirely self-inflicted? The Palestinian cause is a lie. They could have had peace ten times over if they wanted it, but, they don't want peace, they want victory and they won't be happy until Israel is wiped from the map....driven by crude, irrational, religious hatred.

This is not about territory and it's certainly isn't about justice or human rights because Arab societies don't know the meaning of those words.It's about Jew-hatred as mandated by the Koran and as preached in the mosques and taught to the children in Arab countries day in and day out generation after poisoned generation.

We need to do the Arabs a huge favor and tell them the truth they so badly need to hear, that their hatred is the cause of their misery. They've become prisoners of it. It has come to define their very identity. And, until they can find a way to remove this ugly stain from their hearts they will always be chained to it and they and their children will never be free, Arab spring or no Arab spring.

I think that's a good point. Crimes against Arab citizens and Palestinians are far less rigorously pursued and the "settlers" are hardly a "peaceful" group when it comes to their Palestinian neighbors.

In Israel, tensions are rising between Jews and Palestinian Arabs, who make up about 20 percent of the population. Over the past few months, several Arab sites have been vandalized by militant Jews who left graffiti such as "Death to Arabs."

Locals blame activists from Israeli settlements in the occupied West Bank.

At a recent demonstration on a street corner in the central Israeli town of Jaffa, protesters chant in both Hebrew and Arabic. The crowd is made up of Jews and Palestinians angry over the attacks, which have rocked their community.

Tamar Avia, a 35-year-old Jewish resident of Jaffa, says the neighborhood is being torn apart.

"The problem is national, but it is one that starts on a personal level," she says. "It is a problem that is hitting us in Jaffa hard."

Over the past few months, there has been a series of attacks targeting Palestinians in Israel. In October, a mosque in the northern Arab village of Tuba-Zangariya was torched and a Muslim cemetery in Jaffa was vandalized. At both sites, graffiti were found linking the attacks to Israeli settlers.

Hatred and intolerance know no political and ethnic boundaries - but stuff like this seldom gets reported.

Avia says she came to the protest because she was shocked by what is happening. She points out that many right-wing Israelis use different terms for Palestinians who live within Israel.

"They don't call them Palestinians; they call them Israeli Arabs. That's their way to erase their Palestinian identity and kind of contain them within Israel," she says. "The agenda is to have a purely Jewish state and to get rid of all Palestinians, the ones in the West Bank and in Israel."

I don't exactly agree here with what she says. If they are Israeli citizens, they should ALL be Israeli's. Not Palistinians. Not Israeli Arabs. Not Israeli Jews. Unfortunately - both Israel's system of citizenship and identification, and Avia's attempt to retain a Palestinian identity are destructive to the state in the long run, in my opinion.

Avia says these kinds of attacks are new in Jaffa, a coastal community hugging the southern outskirts of Tel Aviv, Israel's largest city.

For years, Jews and Arabs coexisted there in relative peace. That was interrupted in early 2010, says Fatima Helewa, a local Palestinian activist. That's when Bemuna, a construction company that specializes in building subsidized homes for religious Jewish families in West Bank settlements, started building in Jaffa.

Its first project was in the largely Palestinian neighborhood of Ajami. The Israeli Association for Civil Rights petitioned Israel's High Court to stop the building, claiming that Bemuna's openly stated policy of providing apartments only to Jews was racist.

The court ruled against the association, and Bemuna continues to build in Jaffa.

Two points that are interesting - we've seen ample evidence of extremism amongst the Palestinians, but ignore the provocations and extremism arising amongst the Israeli settler movement.

I am curious as to the reasoning behind the courts ruling because according to the values of our society, it would represent a form of racism, but Israel's legal system is much more complicated given that it divides it's citizenry according to ethnicity.

A spokesman for Bemuna insists there are no ethnic tensions here, but he refused to answer questions on tape. Helewa, who lives just minutes away from one of the building projects, disagrees.

"I think it's a development of racism," she says. "I know many Jewish friends, but I think the general society of Israel is developing racism of Arab people inside and in the West Bank."

She feels that groups such as Bemuna are becoming increasingly popular across Israel. She points to a series of attacks that have occurred this year against Palestinian communities in both the north and the south of Israel.

"You can't argue with me that racism is not developing here," she says. "It's a fact."

Is it a fact? It seems so. Crimes against Israeli Arabs or Palestinians are rarely investigated as aggressively as crimes against Israeli Jews. Is anything being done to rein in groups like Bemuna? Are they really spreading? It's believable given the harsh reality of the short-term results of the "Arab Spring" in countries such as Egypt where popular anger is allowed to manifest itself into actions against minority peoples such as Jews and Christians. Scapegoating in times of stress or over perceived injustices is human nature and it's natural to vent it on the most vulnerable populations.

Helewa stands in front of the once popular restaurant Abu Elabed, set ablaze earlier this month and spray-painted with graffiti calling for death to Arabs.

She says the attack made her feel unwelcome in her own hometown.

"Arab people, they already live with the Jews. We're living with them years by years," she says. "It's just that Zionism made the settlers more and more racist."

For now, she says that all she can do is continue to protest — and hope that more from the community join her.

Should these kinds of actions be tolerated or minimized or ignored? One thing I notice in the most recent threads attempting to discuss issues like this is they are indeed minimized or ridiculed rather than discussed. Instead of recognizing a problem we get bombarded with every bad thing Palestinians or Arabs (all lumped together) have done or said as if that justifies abuse from the other side.
