I think that would work. Of course that is not what Conservatives have approached- mostly its been like the approach in Kansas that deprived 30,000 legal voters of their votes- let them register when they vote- and then deny their registration(and votes) after the fact for not providing proof of citizenship (even though it wasn't asked for)
