Yes and no...Yes it is against the Quran to kill a fellow Muslims. However what is a Muslim? What is a devout Muslim? ISIS has a very strict interpretation of that. The Yazidis weren't...ISIS killed them in mass...Alawites are not as well...what about the Kurds?
