No, tips aren't required, and it's also not required that you enter the restaurant. So, should a restaurant pay tax on earnings if they're not sure they'll come in? Should a salesperson not pay tax on earnings because no one is required to actually buy their stuff?

Waiters and waitresses earn money, and a lot of the money they earn comes through tips. It's that simple. They do it for the tips. They're selling themselves as salespeople for the money.
 
Which states give subminimum wages to wait staff based on tips? I imagine this is why some places like Mickey D's forbid tipping. Or used to.

In Oregon, which has a high minimum wages, does not permit sub minimum wages to wait staff. Oregon has 3 tiers of minimum wages. Highest in Multnomah, washington, Clackamas and Marion counties, ( think around 11?) tiers two to Benton, Linn, Lane, Jackson etc, (9.50?) and around 8 for the rest rural counties
 
Okay lets talk unfair. In liberal utopia California 70% can't afford to purchase a home, possibly due to the $100,000 state and local 'impact fee' tax and 45 regulatory agencies that make up 40% of the cost of building a new home.

Sure, then Oregon taxes the crap out of the poor WHAM 9%.
 
When you get our invoice at a restraint and you add a little tip which you think is going to the waitress's in Texas your are wrong. The tip is taxed and as small as the tip may have been he or she will get even less.

What tax are you referring to? The only tax they pay is the same as any employee pays. And all states have to pay taxes and report on those wages for individuals to the feds.
