That's endlessly frustrating to the local Afros who can't count past five. They learn to count on their fingers but the frustration of counting causes them so much stress and confusion that they have to start over when they switch hands. The answer to your question is, "yes." It is safe and welcomed for black people to post here. Soon the question could be asked, is "is it safe for white people to post here?" Whites seem to be, becoming the minority, in the eyes of the media and elsewhere.
