Didn't listen to the videos but he meant if ISIS had their families with them to use as shields. And as far as ordering the military to kill civilians, military commanders would not obey those orders. Both cases are legal and proper.
 
I assume when the military, under obamas rule, killed thousands of civilians across the globe and when he broke treaty and killed around 60 Syrian soldiers, it was because he specifically told them to?

Neither legal nor proper. Coalition in Syria is illegal, whether they hit terrorists or civilians.
 
No, unfortunately US warcrimes have been a regular occurrence since John F. Kennedy. They rarely get covered unless the civilian death toll reaches several dozen.
