Considering that Romney requested that these sort of waivers be included in the reauthorization in 2005, in a letter to Bill Frist, and nothing that Obama is considering in the 5 waivers HHS has received (including 2 from Republican Governors) does away with the goal of getting people off welfare and into work, I'd suggest he's both.

Now what did the 5 governors request in their waiver requests, including 2 Republicans? Did they propose that their states just give handouts without trying to get these people into jobs? Nope. What makes him a liar is that those waivers don't mean to allow people to sit on their ass and cash the checks. HHS is open to hearing waiver appeals from Governors who have a better idea in meeting the objectives of getting people off welfare and into jobs. Do you think the governor of Utah is requesting that people just sit on their ass and collect?

Romney knows this. He's a liar.
