My understanding was that most of Jim Crow was established by municipal or State legislation. Some folks really had a wasp up there ass about it, but by and large, people followed the rules set up, rather than imposed restrictions by themselves.

There is no reason for Rosa Parks to be arrested unless she were violating some law. So it was the laws that were at fault here.

Jim Crow laws actually did mirror the sentiments of a minority of people.
