I would hope that the reader is smart enough to understand that, of course it is "per capita".

Hey, guy, the only people who've gotten in to trouble for saying racist things are the ones who slipped up and said openly racist things... Like Rosanne Barr.

It may be considered 'racism' to ignore that there is only one human species/race and to insist on some level of superiority based upon melanin or so other statisically insignificant element.
Stating 'facts' only works as long as they are clearly demonstrable as such.

That is not a derogatory statement, and is evident with physical measurements to support it. It is clearly not meant to demean a race, for a hurtful, mean, racist reason. ;)
