also, if they are illegal, they must have used a stolen SS number


For the working poor the EIC and additional Child tax credit are Tax Rebates
and fully refundable. However they are capped by FICA taxes (SS & Med)

So a filer, with a child, could get a full rebate of all FICA taxes paid, but no more.

From a collection viewpoint, this makes sense
At worse the gov't has a maximum zero outlay of cash with the filer

Of course, it does take away any contributions to Social Security and med tax
but hey, the left says we have nothing to worry about
