SUNNIS REACH DEAL WITH SHIA AND KURDS

The Iraqis have worked out a very good deal amongst themselves. So good, in fact, that one key Sunni group is dropping its opposition to the constitution. The deal would allow the December parliament to make amendments to the constitution, in which Sunnis and liberal secularists will have a much higher representation and voice than the currently Kurdish and religious Shiite dominated parliament. It also works out some other key issues.

BAGHDAD, Iraq - Iraqi leaders reached a breakthrough deal on last minute changes in the constitution Tuesday, and at least one Sunni Arab party said it would reverse its rejection of the document and urge its supporters to approve it in next weekend’s referendum.

The deal boosts the chances for a constitution that Shiite and Kurdish leaders support and the United States has been eager to see approved in Saturday’s vote to avert months more of political turmoil, delaying plans to start a withdrawal of U.S. forces.

U.S. officials have pushed the three days of negotiations between Shiite and Kurdish leaders in the government and Sunni Arab officials, that concluded with marathon talks at the house of President Jalal Talabani late Tuesday.

The sides agreed to a measure stating that if the draft constitution is passed, the next parliament will be able to consider amendments to it that would then be put to a new referendum next year, Shiite and Sunni officials said.

A top Sunni negotiator, Ayad al-Samarraie of the Iraqi Islamic Party, said that if the current parliament approves the measure, “we will stop the campaign rejecting the constitution and we will call on Sunni Arabs to vote yes.”

Some other major Sunni parties were not present at the negotiations and it was not clear if they too would be willing to reverse their “no” campaigns.

But the announcement was the first break in the ranks of Sunni Arab leaders, who have been campaigning hard to defeat the constitution at the polls.

Ali al-Dabagh, a Shiite negotiator, said the sides agreed on adding four articles to the draft.

The central addition allows the next parliament, which will be formed in Dec. 15 elections, to form a commission that will have four months to consider changes to the constitution. The changes would be approved by the entire parliament, then a referendum would be held two months later.

Perhaps I’m giddy because I argued for this back in August, but the constant dropping of opposition to the constitution is actually becoming a trend. Shia groups like Muqtada al-Sadr’s militia and (as reported above) the largest Sunni group, the Iraqi Islamic Party, have dropped their campaign to defeat the constitution and will instead be focusing completely on the December elections.

As will everybody else. The Iraqis have come up with a good constitution that, despite some disagreements, can certainly be fixed up once all groups are fully represented in parliament along. It would appear from a glance that the country’s political society is split completely along ethnic and religious lines, but that’s simply not the case, and the results from the December elections will prove that. There are a myriad of interests working for influence. The Iraqi voter hasn’t been one for long, but they are proving smarter and more politically than ethnically savvy, as they are moving away from these superficial biases toward whichever parties can govern the country best.

Now that the constitution looks ever more likely to be approved, it will be important for us here in the west to focus on the December elections as well. We need to make sure that party-backed militias don’t wield undue influence over individuals and how they vote, we must make sure that their cronies don’t tamper with those votes behind the scenes, and we must make sure that, no matter what the real outcome of the vote is, that power transfers peacefully.
