Iraq democracy and capital punishment

    I was reading a story about how a father died before seeing justice done to his daughter's murderer who's been sitting on death row forever, and was wondering if Iraq is a democratic country. because if it is, I guess the speedy execution of the former ruler Saddam will be a thing of the past. death row inmates will be able to file appeals until they die of old age, just like in this country.
