The weapons manufacturers are offering lots of cash to put an end to world peace. This guy is being paid to say this. He knows that he doesn't have the money or will not give up that much cash to anyone to do anything. It will be more believable if he would have offered $500 with a 2 night stay at the nearest motel in their town.
