They can avoid all of those trappings, by sticking the House version onto another, already passed, bill. Sorry I wasn't as clear as I should have been on that.The Senate bill does not have these provisions, that is correct.If memory serves, the linked article said that the Senate did not have this in their bill. So this means some major, drag out fighting over it in conference and the Senate usually wins that battle because they have less room for wiggle with the filibuster available, if they want a bill to pass both houses.
What will happen is, the Senate will pass a version, then the two versions will be combined behind closed doors and either given to the President to sign, or will be attached to an appropriations bill he will have to sign.
There's always a work-around.
But you are missing a STEP in your speculation, once the bill comes out of conference, BOTH the Senate and the House have to vote on it again, with the compromises made in Conference? BEFORE the bill can go to the President to sign.... the Fat lady does not sing, until then Mid.
So, that is why i believe the Senate will have more pull on the conferenced bill...
Which I believe they WILL resort to, to get this done.
They are NOT going to accept any kind of "watered down" law.
