NEW DELHI (Reuters) - Japan is set to take part in joint naval exercises with India and the United States in the Indian Ocean in October, military and diplomatic sources said, a drill that so riled China eight years ago that Delhi has not since hosted such a multilateral wargame.

The Indian Ocean has emerged as a new arena of competition between China making inroads and India trying to recover its position as the dominant maritime power in the region.

New Delhi's decision to expand the "Malabar" exercises that it conducts with the United States each year to include Japan suggests a tightening of military relations between three major maritime powers in Asia, analysts said.

Military officials from India, the U.S. and Japan are meeting at a U.S. navy base in Yokosuka, near Tokyo, on Wednesday and Thursday to plan the exercises, a navy and a diplomatic source in New Delhi said.

A Japanese government official in Tokyo confirmed the meeting and said representatives from the three navies were discussing Tokyo's participation in the wargames. He declined to be identified.

The officials will decide the type of warships and planes the navies will deploy for the exercises in the Bay of Bengal in the northeastern Indian Ocean, said one of the sources familiar with the initial planning.

"They are discussing platforms, logistics and interoperability between the three naval forces," said the source. India and the United States have fielded aircraft carriers and nuclear submarines in previous bilateral exercises.

An Indian defense ministry official declined any comment on Malabar 2015, saying announcements will only be made closer to the event. A spokesman for Japan's Maritime Self Defense Force said no decision had yet been taken on Japan's participation.

Defence sources said the two-day meeting was an "initial planning conference" to work out the modalities for the exercises which will be held in the Indian Ocean in October.

'Malabar' is an annual naval training exercise conducted by Indian and American Navies, which includes fighter combat operations from aircraft carriers and other manoeuvres.

Japan had last taken part in the Malabar hosted by India in 2007. However, a strong reaction from China against the inclusion of Japan and Australia in 2007 led to the exercises being largely kept bilateral.

But Prime Minister Narendra Modi has signaled a more robust security policy, seeking stronger strategic ties with the United States and Japan while keeping a lid on border tensions with China.

The United States is deploying the aircraft carrier, USS Theodore Roosevelt, and a nuclear-powered submarine in the week-long exercises that the Indian navy said will cover the full spectrum of maneuvers.

Japan Will Permanently Join US-India Naval Exercises

The Japanese Maritime-Self Defense Force (JMSF) will join the Indian and American navies in this year’s installment of the Malabar naval exercise held in the Bay of Bengal, the Business Standard reports.

An announcement will be made shortly re-designating what had hitherto been officially an Indian-U.S. bilateral military exercise into a trilateral India-U.S.-Japan event, according to the Business Standard.

And while Japan’s participation is not new—the JMSF have joined in 2007, 2009, and 2014 respectively—it will be the first time that the Japanese Navy will not be a foreign invitee but rather a permanent member of the annual trilateral naval drill.

The Malabar exercises initially began as a joint Indo-U.S. naval drill in 1992. After a suspension from 1998 to 2002, due to India’s nuclear weapons tests in 1998, the exercise has been held every year since then under the watchful eye of China.

Previous participants include Singapore and Australia. Back in 2007, China went on the diplomatic offensive after the annual Malabar exercise had been dubbed a “concert of democracies” involving Australia, India, the United States, Japan, Singapore. Yielding to Chinese pressure, India reverted back to the bilateral Indo-U.S. format the following year.

Malabar 2015, held from October 14 to 19, will feature ten warships. The U.S. Navy’s fleet will include the nuclear-powered aircraft carrier USS Theodore Roosevelt, the Los Angeles-class nuclear-powered attack submarine USS City of Corpus Christi, and the new littoral combat ship USS Fort Worth, as well as a Ticonderoga-class destroyer.

The Indian Navy will dispatch a Rajput-class destroyer, a Brahmaputra-class frigate, a Shivalik-class frigate, a fleet support ship and a Sindhughosh-class diesel-electric submarine. India and the United States will also each field one P-8 Maritime Surveillance aircraft.

Japan will only participate with the Akizuki-class destroyer Fuyuzuki, commissioned in March 2014. The Fuyuzuki is specifically designed for anti-surface, and anti-submarine warfare and is also capable of engaging airborne threats.

The vessel is equipped with the ATECS battle management system, which has been called the “Japanese Aegis.” The Fuyuzuki also carries one Mitsubishi H-60 helicopter, an anti-submarine aircraft based on the Sikorsky S-70.

The combined fleet will engage in anti-submarine, anti-surface, and anti-aircraft weapon drills, according to the Business Standard.

As I reported previously, Beijing has been particularly worried over the naval exercise after a recent statement issued by the U.S. State Department noting the “the growing convergence” of the interests of India, Japan and the United States in the Indo-Pacific region, underlined by “the importance of international law and peaceful settlement of disputes; freedom of navigation and over flight; and unimpeded lawful commerce, including in the South China Sea.”

SASEBO, Nagasaki (Jiji Press) — Japanese Maritime Self-Defense Force vessels and U.S. and Indian warships arrived at the U.S. Navy’s Sasebo base in Nagasaki Prefecture on Friday, as the three countries began their Malabar annual joint naval drills.

The drills, which will take place in waters east of Okinawa Prefecture and the Philippine Sea through July 17, are partly aimed as a warning against China’s increasing military activities in the South and East China Seas.

During a joint press conference at the Sasebo base, U.S. Seventh Fleet Deputy Commander Rear Adm. Brian Hurley said the drills will cover a broad range of highly sophisticated operations.

Vessels participating in the drills include the MSDF destroyer Hyuga, the Nimitz-class aircraft carrier USS John C. Stennis and India’s Sahyadri guided missile stealth frigate.

Indian Navy Eastern Fleet Commander Rear Adm. Soonil Bhokare expressed eagerness to deepen mutual understanding through the joint drills, in order to tackle the three countries’ common challenges.

Referring to the previous day’s entry by a Chinese warship into the contiguous zone around Japanese waters near the Senkaku Islands in Okinawa, the Indian commander called on China to maintain discipline at sea and uphold freedom of navigation.

It seems that the Army and the Marines and even the Air Force and Coast Guard are forced to get along with substandard and outdated equipment for real combat operations but the Navy always has brand new Carriers and support ships to parade across the Pacific in never ending displays of good will. It makes you proud.
