NEW DELHI: India's defence ministry has cleared the purchase of military equipment worth US$4.74 billion, including four long-range patrol aircraft from US aerospace giant Boeing, an official said on Wednesday (Jul 15).

The Defence Acquisition Council, which approves big-ticket purchases, also approved an order for 428 air defence artillery guns during a meeting late Tuesday, the official said.

"The council has cleared proposals relating mainly to purchase of air defence guns and long-range patrol aircraft for the navy," the official said on condition of anonymity.

India last year lifted a cap on foreign investment in defence as the government seeks to revamp its ageing military equipment.

The right-wing government that came to power last year also wants to boost local manufacturing and end the country's status as the world's largest arms importer.

Military purchases had stalled under the previous Congress government, slowing down much-needed investment in the high-profile sector.

The order for four new planes from Boeing follows an earlier deal to buy eight P-8I aircraft from the company in 2009. India has already received seven P-8Is with the eighth expected later this year.

The United States displaced traditional ally Russia as India's top supplier of armaments in 2013 and Washington and New Delhi renewed their 10-year Defence Framework Agreement during President Barack Obama's visit in January.

NEW DELHI: India has now kicked off discussions with the US on collaboration in technologies associated with aircraft carriers, in a move which comes soon after the defence ministry here set the ball rolling for construction of the country's largest-ever warship, the 65,000-tonne INS Vishal.

The India-US joint working group on aircraft carrier technologies met for the first time in the US from August 12 to 14, which also saw the Indian delegation led by Western Naval Command chief Vice Admiral SPS Cheema visit the under-construction supercarrier Gerald Ford at Newport News Shipbuilding in Virginia.

Aircraft carriers like Ford, which will have EMALS (electromagnetic aircraft launch systems) technology to replace the traditional steam catapults for launching aircraft, are of special interest to India since it wants INS Vishal to have similar systems.

A high-level U.S.-Indian working group met in Washington last week for the first of an ongoing series of meetings aimed at establishing broader cooperation on the design, development and production of aircraft carriers, the U.S. Navy said on Thursday.

As part of the three-day visit, senior U.S. and Indian naval officers visited the shipyard in Newport News, Virginia, where Huntington Ingalls Industries Inc (HII.N) is building the USS Gerald R. Ford, the first in a new class of aircraft carriers, according to Navy spokeswoman Colleen O'Rourke and Huntington Ingalls spokeswoman Beci Brenton.

The group also met with Pentagon acquisition chief Frank Kendall, was briefed about how the U.S. manages carrier development, and visited a U.S. Navy test site for carrier launch and recovery systems in Lakehurst, New Jersey.

U.S. Naval Sea Systems Command spokeswoman Colleen O'Rourke said the inaugural meeting of the Joint Working Group on Aircraft Carrier Cooperation was part of an effort to strengthen U.S.-India ties and deepen cooperation in the defence arena.

The group hopes to schedule a second meeting in India early next year, according to the U.S. embassy in New Delhi, which posted an item about the meeting on the website of U.S. Pacific Command.

Kendall told Reuters in April that the U.S. government would support selling India the Electromagnetic Aircraft Launch System being developed by privately held General Atomics to launch jets off new U.S. carriers at a faster rate, and other key technology.

India wants to use state-of-the-art U.S. technology to boost the range and potency of a planned aircraft carrier, in a move that would expand cooperation between both countries and counter China's military influence in the region.

General Atomics, which also hopes to sell the system to Brazil, has said foreign military sales could help lower the cost of installing the system on new U.S. aircraft carriers.

The working group, co-chaired by the U.S. Navy's Programme Executive Officer for Aircraft Carriers, Rear Admiral Tom Moore, and India's Controller for Warship Production and Acquisition, Vice Admiral G.S. Pabby, is part of the India-U.S. Defence Technology and Trade Initiative (DTTI).
