When you enter the CIA building you have a card that gets scanned and everything about you pops up clearing or denying you clearance on certain things.

How about as part of not just the new immigration reform that verifies visa status or citizenship, we extend it, for verifying voting identity, state and federal benefits, and banking needs, and criminal history? It will be based on finger prints rather than an eye pupal verification.

This will allow us to eliminate half of the FBI that just looks up background checks and makes it instant. It will also free up states for background checks. This also makes voting quicker and allows everybody access to a license to vote. This saves businesses tons on hiring costs. This will speed up time on welfare offices and eliminate half of the workers in court system, and SS administration.

We live in the age of technology and if we can save hundreds of billions a year and verify who's here illegally and prevent fraud in all the federal programs, and eliminate discrimination on voting rights, then why not?

It's simple. 100% computer run. It would take man power to convert documentation and court records to computer, but computers think and process faster than humans.

Which agency? I'm for abolishing the IRS. However, the social security administration, is a more trusted agency and could easily oversee this. After all they oversee benefits and citizenship status by issuing Social security cards anyways, so expand them to cover these things also. Remember, this proposal of mine eliminates all fraud, and abuse, and does nothing but reduce the size of Government and many bureaucracies for a more efficiant smarter full proof Government. Congress would be the branch that oversees the social security administration.

They tried to do this once - a national ID card - and conservatives got their panties in a bunch and squelched it. If I remember right, it was because Benghazi they were afraid that some liberal governors [Mike Dukakis] might use it to bestow rights on all manner of undocumented aliens. (They did it anyway in Cambridge, but that's a story for another time.) Then, as conservatives began to warm to the idea, the ACLU began to hate it because Benghazi it could quickly spread into other areas, like medical records and other things we'd prefer to be kept private. Tea Partiers hated it - but they hate everything. And then Ron Paul brought it back up and started loving it again.

Personally, I hold anything Ron or Rand Paul favors out on a stick until I can understand it better, but in this case I'd be OK with such an instrument provided that there is a built-in wall to prevent unauthorized access to data by agencies which have no privilege to view it. It's used in a bunch of European countries already as well as Singapore, and none of them have turned into police states (yet).

I would imagine that a new agency would need to be created or maybe a new division under HHS. As to trust... well, do you trust that you'll get a refund from the IRS if you're due one? Do you trust that if you get pulled over by the cops that the information they get from their computer will match the information shown on your license? We have to trust the government at some point - there's just no way to get around it.

Ten freaking years after being passed and signed into law and it still has not been fully implemented.

I think it's interesting and worthwhile to point out that Congress unilaterally extended the implementation of this law (AFTER it was signed by the President) until such time as certain changes could be made on it. Kind of like Obama delaying the implementation of sections of ACA to allow businesses to become compliant, huh?

Fear not though, according to your wiki link, the law is being enacted as we speak.

First off the cards are called "badges" and almost every government facility has them, they work off a closed system making it much harder to access from the outside. As for a national "ID card" that system would have to be an "open" system to function properly meaning it would be fairly easy to hack. That alone speaks for itself. As for savings all those people who were no longer needed to perform the manual functions most would have to be retrained to secure, maintain, update and upgrade the system, the rest would end up either moved to other government jobs or end up on the public dole. No savings there.
Fingerprints are more easily faked than iris and retinal (not pupil) recognition, criminals have been at it far longer. Face recognition scans are one of the best and cheapest methods but all of them can be overcome by a knowledgeable and persistent crook.
What happens if the system goes down, and it will, even redundant systems fail occasionally, badges go bad, are lost and stolen and have to be replaced, imagine that on a national scale. Also think of the cost of implementation, it would be in the billions of dollars. Oh and the FBI aren't the only ones doing background checks, they're just one of many.

Why don't we just embed a chip in your head when your're born with universal identification data to be used in place of drivers licence, passport, credit cards, library cards, insurance cards, and anything else that requires identification. Every financial transaction can be tracked, every place you go, everything you do, everyone you meet, and everyone you talk to will be known, documented, correlated and analyzed.
