It can check your identity at the border and at any road. It can check your identity at any shop. And it can check your identity at any house or forest. At that point, no matter what you buy and where you buy it, the price will depend on your identity, not your work/money.

This is similar to how war time rationing works instead of some even limited market economy.

And consequently, such a card can also easily deny you access to your country border, or even your county border, as was implemented in china.
