Stealing someone's SS# is not a misdemeanor, and if he had a job under the table, he has committed tax fraud. A U.S. Citizen, would have a lien on those winnings until the taxes are paid.

Some states have laws prohibiting this. Apparently NY does not. They must be in great financial shape.

Yes, of course. One doesn't need to be citizen to win a lottery.

And if so, shouldn't they be required to reimburse the govt. for any entitlements they or their children may have received?

Let me put it this way, years ago I was dating a police officer. He was called to a traffic accident. Someone rear ended another person. The person who rear ended the other person was at fault in the accident. When it went to court they argued that the person who was rear ended had expired tags, he ended up being at fault because he wasn't even supposed to be on the road to begin with, his crime happened first.

In this case the illegal did the primary crime, he wasn't even supposed to be in the country. He is not entitled to win $3,000,000.

If a person purchases the ticket they should be allowed to collect the winnings there is no reason why not...chances are he would return to his country after collecting. People from all over the world can participate in US lotterys.

Not necessarily. They have no SS# to pay their taxes. They should also be forced to pay back the money they stole in benefits and education. You know, like legal US citizens have to do.

don't need a social to pay taxes, only need one to pay social security tax...give him a ITIN number and charge the tax.
