Army Cbt Hvy Battalions could do it easy. Military engineers aren't allowed, under normal circumstances, to build in the US. But they do have the capability.

The steel industry and the auto industry caused big ripples in the economy back when Truman was President if they were on strike. Far different times. Today this emergency is a long one that is slowly destroying us.
