It does not matter. Since the tax is collected each month the Government can not withhold payment, or divert the funds to pay existing accounts. Further the President has ZERO control over whether it is paid or not. Congress not the President controls the purse strings.

If he uses executive power to divert the funds he will be breaking the law and violating the powers granted him by the Constitution. As in high crimes and misdemeanors. He should be impeached as well as taken to Court.

But it is moot because the Senate will never convict NO MATTER what laws he breaks.

Given the scenario you describe any person of 'standing' would be able to file criminal charges. That would mean any recipient who didn't get their money. Congress be damned.

By the way Social Security is not a blanket payment on the first of the month. For example I get mine after the second Wednesday of the month.
