The report has a few problems:

It was paid for by groups such as the Chamber of Commerce that had already taken a public position on the advisability of ending the tax cuts.

The analysis assumes that the increase in taxation will be accompanied by increases in government spending, with no justification that I can see (though I didn't read the whole report).
