I still think that the mods should start handing out mini-suspensions for people who start obviously non-political threads and/or secondary or tertiary threads of their own in the politics forum simply because it is the most popular forum on the board. There must be 5-10 a day that have very little business being there and only the most extreme tie to politics. Give them a 24 hour malice-free suspension a few times and they will stop doing it.
