not one cent for an American child born in poverty with a chronic disease or disfigurement?

I fear you are misguided.

Really? Who does Sen. Liebermann represent? A public option would provide treatment for American Children, born in poverty, to receive medical care for chronic illness or congenital disorders - some of which are not diagnosed without regular well baby care examinations; for adults with chronic disease who cannot afford the treatment/medication to live life in full.
I also wonder, how much of Sen. Liebermann's campaign fortune comes from the health care industry and the Isreali lobby?

Israel-United States military relations have been extremely close,[1] reflecting both shared security interests in the unstable Middle East and the influence of a strong pro-Israel lobby in the United States.[2][3]

Israel is the largest total recipient of direct economic and military assistance from the United States since World War II, and it was the largest annual recipient from 1976 to 2003. Since the Iraq War began in 2003, Iraq has overtaken Israel as the largest annual recipient of US aid.

U.S. military aid finances most of Egypt's big-ticket defense procurements--$1.3 billion annually for several years. Large projects underway include the M1A1 Abrams tank manufacturing facility, M88A2 coproduction program, IFF, the HAWK rebuild program, and Peace Vector V. Such projects can be expected to continue, although improvements to and maintenance of existing force capabilities are perhaps more likely targets of future spending than entirely new systems

Just a little note here, just to look at one nation and somehow try and infer that they are the only ones that get billions in aid would be incorrect. Further, you may want to consider that the money in this Aid also means American Jobs in the production of all forms of that Aid to these nations be it military, or civilian. So it is not just one sided, let's say for example you cut off Aid to Israell and Egypt on Military Harware, your talking about tens of thousands of American Jobs that produce that hardware. The money you save will be quickly sucked up by sending those Americans into unemployment not to mention the consequences of leaving those nations vulnerable and it's impact on our economy as a whole. So yes, its a good investment to provide Aid to these nations which a lot of them that we provide aid to do not support us in the UN most of the time.
