They didn't have to. The article's headline said that Louisiana was banning marriage for immigrants. They came in on a legal visa. So they are legal immigrants, the kind we want here.

Or did the article writer write a very misleading headline?

By accident, of course. I'm sure no decent journalist would try to give the impression Louisiana was cracking down on LEGAL immigrants when they weren't.
