I think if you are looking at land grabs it might/should be possible to trace ownership of the stolen land and restoration might happen. In South Africa they are making tentative steps in that direction. But if you are looking at ,for example, diamond mining or similar. The countries natural riches. Then it becomes more difficult to make individual payments. Better to repay the value of the stolen assets in the form of assets that benefit the whole community.I dont see it in terms of individual pay outs. More like infrastructure. Water,schools and so on.
