Between 2001 and 2007, the drug consumption in Portugal increased by 4.2% in absolute
terms - the percentage of people who have experimented with drugs at least once in their
lifetime, climbed from 7.8% in 2001 to 12%. in 2007.
The following statistics are reported (3)
Cannabis: from 12.4% to 17% (15-34 years old
Cocaine: from 1.3% to 2.8% (15-34 years old)
Heroine: from 0.7% to 1.1% (15-64 years old)
Ecstasy: from 1.4% to 2.6 (15-34 years old)

Portugal should be written off. Let them go.

More success is found in China. Possession for sale gets the death penalty. Users are treated medically and if that doesn't work, they are sent to rehabilitation through labor camps where the users can remain for the rest of their lives.

The Laogai Research Foundation classifies re-education through labor as a sub-component under the umbrella of the laogai ("reform through labor") criminal justice system,[2] which generally refers to prisons, prison farms, and labor camps for convicted criminals. Re-education through labor, on the other hand, refers to detentions for persons who are not considered criminals or have only committed minor offenses.[3][4] Persons detained under re-education through labor are detained in facilities which are separate from the general prison system; furthermore, detainees in these re-education facilities receive a small salary, which laogai detainees do not, and in theory have shorter work hours.[3] The laogai system is much larger than the re-education through labor system, with the Laogai Research Foundation identifying 1,045 laogai camps in 2006 (compared to 346 re-education centers).[2] Both systems, however, involve penal labor and often do not allow trials or judicial hearings.[5] The term "reform through labor" or laogai was officially replaced with "prison" in 1994,[6] and the term "re-education center" or láojiàosuǒ (劳教所) was replaced with "correctional center" in 2007.[1]
