As interior minister he was in charge of the police and did a pretty good job after Euromaiden so they were hopeful he would do a good job as PG.

So Biden was effectively holding back $33 billion rather than a mere $1 billion. And you conclude that somehow proves it was not a shakedown?

I didn't say it wasn't a shakedown. Our foreign policy is mostly based on that type of coercion, but is has been done necessarily in a bipartisan way. Not only did Obama's policy have bipartisan support here at home, but also support from the the EU and the IMF.

I was searching the white house press release archives and have confirmed that Joe Biden did in fact meet with Poroshenko on March 31, 2016 and was still withholding the billion dollars. However, that meeting was in DC, not Kiev.

"The Vice President welcomed the efforts of President Poroshenko to form a stable, reform-oriented government, and stressed that this step, as well as the enactment of needed reforms, are critical to unlocking international economic assistance, including the third $1 billion U.S. loan guarantee."

However, the quid pro quo for the loan guarantee was not just that they fire PG Shokin because Shokin was dismissed on March 29, 2016, two days before that meeting.

The timeline suggests that the firing of Shokin wasn't the only quid pro quo Biden wanted for the $1 billion loan guarantee. He also wanted Lutsenko to be the Prosecutor General.

Lutsenko was appointed PG on May 12, 2016 and the very next day Joe Biden called Poroshenko.

That is incorrect. Biden has actually admitted what he did. Take it as a confession if will. Biden said there was no backing from the US government. I was implicit in his threat that he was leaving inside of six hours and if he did not get what he wanted, the money was gone.

That what Biden did is anything close to what Trump did. In every one of these conversations, the implication is that Trump abuse his power for personal gain, i.e., he wanted dirt on a political opponent. That is clearly projected speculation because none of that can be inferred from the conversation.

However, Joe Biden actually stood to gain by his actions, or more accurately, his family stood to gain.

If a person takes a close look at the corruption laws surrounding elected officials, the language is always very clear. No elected politician can directly benefit from lobbyists. However, their children and extended family members are carefully insulated from that law, even though that too constitutes corruption.

Regardless of the fact that other EU players also wanted this prosecutor fired (why they wanted the prosecutor fired would be an interesting investigation in and of itself) the fact remains that none of them had any personal gain to be made from the removal of this prosecutor. The Bidens did have something to gain from it and Biden used the power and authority of the Executive Branch to enforce his desire.

The entire investigation and impeachment are illegitimate in that the wrong parties are being investigated.

If a guy who did prison time for corruption and never even went to law school was nominated to be the Attorney General by a US president and confirmed by Senate at the behest of a foreign diplomat who's son was getting paid $millions by a large gas company that was under criminal investigation, and then that AG closed the case, wouldn't you think there was some sort of shady shenanigans going on that was worth investigating? As interior minister he was in charge of the police and did a pretty good job after Euromaiden so they were hopeful he would do a good job as PG.

On April 7, 2013 Lutsenko was pardoned as a part of Ukraine's ongoing decriminalization and rehabilitation effort towards reconciliation, not because the charges were false.

In an announcement on his presidential website, Yanukovych said he had signed a decree granting the pardon following appeals by Ukrainian and European Union officials, including former Polish President Alexander Kwasniewski and the former president of the European Parliament, Pat Cox.

Coincidence?

Then Joe Biden proceeded to withhold the $1 billion US loan guarantees and consequently the IMF loans to Ukraine until they installed Lutsenko into the PGO and agreed to raise energy prices and freeze the minimum wage.

Are you really so naive that you believe it's just a freak coincidence that all 3 of Quid Pro Joe's conditions to get the billion dollar loan guarantee were financially beneficial to Burisma?

No. Former PG Shokin testified that there were several open cases on Burisma and he was pressured by Poroshenko to close those cases because of Joe Biden's threats. And unfortunately for Biden, he confessed that he made those threats while the camera was being live streamed from the CFR.

Lutsenko’s prosecution in 2010 was kind of a farce. One of his charges was that he used government funds to have a party for the police on a holiday that honors the police. Lock him up.
