Since Democrats have high concentrations in inner cities it isn't surprising. Inner city congressional districts vote Democrat often by 80 to 90% if a Republican bothers running. This, along with the 2010 census which moved congressional districts out of the liberal North East, and yes, redistricting, all kept the House Republican.
