How about make abortion illegal with the exceptions of risk to the mother's life, rape, incest, and leave room for negotiating additional exceptions.
I personally would leave rape out since I do not believe the pregnancy being the result of a rape has any relevancy whatsoever as to whether or not it is a bag of cells or a human life, except compromise should be considered.
