WASHINGTON – House Republican Leader John Boehner (R-OH) and Republican Whip Eric Cantor (R-VA) are asking President Obama to force Congress to cut wasteful Washington spending and pledging bipartisan support for this critical effort. In a letter to the President, the GOP leaders ask him to invoke his authority under the Impoundment Control Act of 1974 to submit specific proposals rescinding spending already in place. Boehner and Cantor pledge that if the President grants their request and chooses to use this authority, which has been invoked 1,178 times by previous presidents, they will introduce each proposal as a stand-alone bill in the House of Representatives.

so the herion addicts just asked the crack users to stop doing drugs out of fear for their habits?

It's got to start somewhere. The letter would be better if they would find some of their own waste to cut and make a pledge there.
