This law isn't intended for adult blogs and message boards. It was conceived when Jr. High kids started killing themselves over bullying they were subjected to on their myspace and facepage sites and other teen chatrooms.

This carried over into real life bullying. That needs to be stopped, imo. There have always been cliques and groups of teens pushing kids around but when it gets to the point that they begin checking out, that is bad.

I wouldn't trust WND as a source for anything.
 
False premise... I'm not unwilling.. but before I condemn one side I'd like to know what I'm condemning.. wouldn't you? I can think of examples of the left wing tamping down news,, ie John Edwards,, and the pastor,, were both kinda downplayed by the left.. I'm trying to think of a similar situation within the right wing new,, and I cannot come up with one,, I was asking if you know of one.

Obama wasn't downplayed by the left, he was downplayed by the media. My liberal friends and I did not, nor do we still, support Obama. John is just a douchebag, but there's an even split on that matter with those I do know.

But if you want, Palins religious background was ignored by many (Jesus Camps), and many on the right still claim that it shouldn't matter, while also saying that Obama's preacher was wrong for what he said. When McCain called for more separation of church and state the right wingnuts hid that (of course most spokespeople for the left ignored it anyway, but not us who actually like McCain).

The thing is, you are pidgeon-holing all left into one group, but you get angry when others do to the right. I am one who tries to see and hear all sides and make educated choices, often I side with the left, but I am not a robot and sometimes the right side of issues makes more sense, so I side with them. You however are not, at least not yet, and it would be nice if you did since you do make some good points on matters, but you shut out and even try to argue with those on the left who agree with you because all you are seeing is left vs. right and not the issue itself. I know this because you did it to me several times. :cool:


I agree with your comments Kitten, whenever I first joined this board, the impression that I had of you was to side with the left no matter what, but I've noticed a big difference in your posting recently, and I think you are looking at things in a fair and unbiased manner, at least as much as any of us are capable of doing anyway.

It's a clear attack on the first amendment and freedom of speech which makes it unconstitutional. Course all you liberals think putting a muzzle on America is a good thing with this and the fairness doctrine.

I have a suggestion... if all you liberals think shitting on our freedom of speech is such a cherry idea, why don't you all move to say china or north korea and give it a trial run... see how you like it.

Sorry, I don't buy the cyber-bullying garbage. For several reasons. First, if the kid is spending that much time online then the parents need to worry more about their physical health...

Anyone who spend that much time online is certifiably pathetic.

(I can attest to that from personal experience.)

SEC. 2. FINDINGS.

Congress finds the following:

(1) Four out of five of United States children aged 2 to 17 live in a home where either they or their parents access the Internet.

(2) Youth who create Internet content and use social networking sites are more likely to be targets of cyberbullying.

(3) Electronic communications provide anonymity to the perpetrator and the potential for widespread public distribution, potentially making them severely dangerous and cruel to youth.

(4) Online victimizations are associated with emotional distress and other psychological problems, including depression.

(5) Cyberbullying can cause psychological harm, including depression; negatively impact academic performance, safety, and the well-being of children in school; force children to change schools; and in some cases lead to extreme violent behavior, including murder and suicide.

(6) Sixty percent of mental health professionals who responded to the Survey of Internet Mental Health Issues report having treated at least one patient with a problematic Internet experience in the previous five years; 54 percent of these clients were 18 years of age or younger.

SEC. 3. CYBERBULLYING.

(a) In General- Chapter 41 of title 18, United States Code, is amended by adding at the end the following:

`Sec. 881. Cyberbullying

`(a) Whoever transmits in interstate or foreign commerce any communication, with the intent to coerce, intimidate, harass, or cause substantial emotional distress to a person, using electronic means to support severe, repeated, and hostile behavior, shall be fined under this title or imprisoned not more than two years, or both.

`(b) As used in this section--

`(1) the term `communication' means the electronic transmission, between or among points specified by the user, of information of the user's choosing, without change in the form or content of the information as sent and received; and

`(2) the term `electronic means' means any equipment dependent on electrical power to access an information service, including email, instant messaging, blogs, websites, telephones, and text messages.'.

(b) Clerical Amendment- The table of sections at the beginning of chapter 41 of title 18, United States Code, is amended by adding at the end the following new item:

`881. Cyberbullying.'.

It is whatever the courts say it is and it will be different on a case by case bases. If the person being distressed is in a protected class, then simply typing, "you are an idiot", will bring down the wrath of the courts. If the distressed individual is not in a protected class, then threatening them with intense physical pain won't even get the case through the front door.

My first thought was that this was another one of those items like, "Hillary Clinton wants to charge $.05/email to subsidize the US Postal Service" which to my knowledge is completely false. But then I went to snopes.com. Couldn't find it. Then I looked it up on a government website and sure enough H.R. 1966 was there.

I was laughing at KMAN, because she iis afraid of getting kicked off the message board for this nonsense. LOL. I've never seen anyone cyber bullied here.
