Horizontal Segregation opinions?

Does anyone have good opinions or sources on Horizontal segregation? That needs to be a topic different from Vertical segregation. Britannia Encyclopedia defines the Empires of the past, for example, had Vertical segregation reserved for a group of people. Horizontal segregation is where there's no clear favoritism or rights violation. Horizontal segregation hypothetically was the southern school system in the 50's, racially. Or horizontal segregation is simply gender segregated bathrooms. Could US Government not be held to a standard of ensuring any two of government systems to be equal? Is that the direction on the Brown v Board of Education ruling? In total abstract, horizontal segregation, seems to make a trade-off, concerning physical spaces, a trade-off about being expected to be in places against your liberty, but the uniformity or lockstep, might produce systemization. Is there any discussion of segregation about an all-male draft still in place?
I'm curious, if Governments did fund, endorse, or Establish religion, which is possible, and these were denominations supporting segregation, without any fault in identical beliefs not born in schisms, it seems like the Eisenhower administration went to great lengths in averting these questions. How would Government portion spiritual needs separately? Per capita? If Brown v Board of Education were Per Capita, I think the case is a quick loser.
