Hirohito may have been the emperor but he did not really rule Japan, the Army and the Navy did. As per tradition Hirohito never spoke in public, he was a godhead the military used to control the masses. Some might claim that while he was the ultimate authority in Japan and could have stopped the war before it started he was actually more of a captive in his own palace and a captive of his position as emperor. While most of the palace guards were loyal to him, the outside of the palace was guarded by army units loyal to army commanders and far outnumbered the palace contingent, Hirohito knew the limitations put on him.
This is not to say he didn't initially acquiesce to much of what the military was doing because it strengthened Japan's power in Asia not to mention the fact information that was flowing up to him was heavily redacted by his advisers, most of which were military or controlled by the military.
You should read The Pacific War, 1931-1945 by Saburo Ienaga. While being somewhat pro-socialist and anti-capitalist it still covers the historical and cultural aspects/events of that period from a Japanese perspective in fairly good detail.
