Fact is, the Fed is not likely to have much effect on jobs. Interest rates are not the issue, have not been since the beginning of the presidency. The problem was lack of aggregate demand. Without an increase in that aggregate demand, nothing was going to move. The stimulus was aimed at that problem. So that set up a typical battle, with tools believing that the stimulus did no good, while the cbo and most economists believed it did a lot of good. But there is an old saying, which is that you can not push on a string. We were in the middle of a liquidity trap and lowering interest rates did very little. Did not hurt anything, but did not help much at all.Obama has been a decent jobs president.
