In the USA there's the Foreign Intelligence Surveillance Act, which allows for wire tapping without a court order, if they suspect there is Treason or Espionage going on. By the way, this act came in to force in 1978 and may include US citizens.

Then you have the Terrorist Surveillance Act of 2006, Protect America Act of 2007 (amazing what you can get through when you put fear into people, and then tell them it's for their own security, hey?)

What is a group of "computer scientists" doing with logs from a Trump server? They are working with hackers or more likely subverts in US intel that gave them those logs, which in your own article they admit they can't verify are even authentic since it was a copied text file.
