I saw this stuff a few months ago on a feminist website. It was intended to be humorous, while making a point. In other words, some things about sexual assault are so obvious that you'd think that they wouldn't need to be said (but apparently, they do).

Apparently, the person who manages the Navy's facebook page didn't put this stuff in a proper context so that readers could understand why it was being posted.
