No, the budget adopted in October is the budget for the YEAR. Read up on it CONs, the President cannot alter the budget by simply sprinkling fairy dust on the parts he doesn't like. Romney will be stuck with the 10/12 budget, assuming the House ever gets to work, instead of repealing the health care act, and 'protecting _____', ie, whatever the social issue gets the most media attention.

you know, you need to remember the positions you take, so when the dems took over congress in jan 2007, they didn't own the budget, spending or anything to do with that, yet the gop since 2010 , now does?


and you may want to do some reading on Congressional budget processe at their disposal;

.... in 2008, a 2009 budget was NOT passed, hello, it was a continuing resolution because the 110th Democratic congress didn't want to pass one , as they thought their chances ( correctly) were very good in the election a month off, that is Nov. 2008, that they would win the presidency and be in position to spend what they wanted, sans budget restrictions.....they didn't pass a budget in 2009 nor 2010.

AFTER the HOUSE turned over, nov. 2010, the rep house did pass a budget ( that summer) and sent it to the senate,where it was tabled, basically left to die, but I digress, here,
